In this week’s reading of the Heritage Foundation article, Reforming Intelligence: A Proposal for Reorganizing the Intelligence Community and Improving Analysis, the authors recommended reforming the Intelligence Community. Despite the passing of the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA), the IC continues to struggle in adapting to multiple global threats by state and non-state actors.
They cite recent Intelligence failures in the Middle East, failing to adapt to an increasingly complicated security environment, an ineffective ODNI, and the politicization of intelligence as reasons to consider comprehensive reforms of the Intelligence Community. There is a need for a clear chain of command, leaner bureaucracy, and a more integrated enterprise. Reforms would create the foundation and processes for a collaborative information-sharing culture.
