Scenario:
You have been elected to the U.S. House of Representatives. Complete the following steps to explain what one of your major areas of focus would be.
Step 1:
In 100 words or less (but not less than 75 words) identify and describe the standingcommittee in the House of Representatives you would most want to sit on. If you are not sure what committees are available, here is a link to the House Committees:
http://www.house.gov/committees/.
Take the time to become familiar with the subject matter your chosen committee has jurisdiction over. Describe what it does in your own words. In addition, explain why you would want to serve on this committee.
Step 2:
In 125 words or less identify one public policy issue you would make your top priority in your first term and explain what you would want to do about it.
Step 3:
In 100 words or less write a specific proposal on the public policy issue identified in Step 2.
Make the proposal as specific as possible. Do not copy a proposal from some other source. Make your own proposal. Note: In this step you are telling me what your bill would accomplish.
Step 4:
In 100 words or less identify a specific enumerated or implied power of Congress which would authorize Congress to pass your proposal.
Provide a quote from the Constitution that demonstrates your proposal would fall under an enumerated or implied power of Congress.
Step 5:
In 150 words or less identify a member of the Committee selected in Step 2 you believe would be an influential ally in advancing your bill through the committee.
Also, identify a member of the same committee you believe would be an influential opponent of your bill.
Provide specific quotes from those members justifying your selection. Citations for these quotes are required, but do not count against the word limit.
Step 6:
In 150 words or less explain which political party’s platform or agenda is most compatible with your proposed bill and why.
Provide a specific quote from that party’s platform on your issue that supports your selection.
Citation for this quote is required, but does not count against the word limit.
Step 7:
In 150 words or less explain whether or not you believe the current president would sign or veto your proposal and why.
Provide a specific quote from the president or a member of the administration that supports your conclusion. Citation for this quote is required, but does not count against the word limit.
General Criteria
If any step is not completed, it is an automatic 25% deduction for this assignment
Each step should be clearly marked – failure to do so will cost a 10% deduction for each step not marked
The steps should be completed in the order given above. A 5% deduction will occur for each step not in order
Failure to meet the word requirement in any of the steps will result in a 10% deduction for each step in which this requirement is not met
Failure to select an appropriate standing committee from the House of Representatives will result in a 10% deduction of the project grade
Failure to select an issue in Step 2 that is compatible with the Committee selected in Step 1 will result in a 10% deduction of the project grade
Failure to select an issue that is within the responsibility of Congress (i.e., no state or local issues are appropriate for this assignment) will result in a 25% deduction of the project grade
If the proposal in Step 3 is plagiarized, it will result in a grade of 0 for this project
Failure to provide appropriate quotes (a quote on a topic related to your bill) in Steps 5, 6, 7, & 8 will result in a 10% deduction for each quote not provided. (Quotes from only quote websites are not appropriate for this assignment.
Any quotes from such sources will not be considered and a loss of credit for that portion of the assignment will be assessed.
Failure to provide appropriate citations (MLA, APA, or APSA formatted) will result in a 10% deduction for each instance of improper citation, and 20% deduction for each missing citation.
A works-cited page should be provided and all citations should be clearly identified with the portion of the text to which they belong.
A half-point deduction will occur for every grammatical error.
