The senior contracting official (SCO) must appoint as contracting officers only personnel who are assigned to, attached to, or operating under the head of the contracting activity (HCA)

Findings

Where HCA permits further redelegation, the SCOs may additionally delegate to the RCCs certain authorities including nomination of CCOs under the supervision of the RCC head.

Conclusion

As part of its oversight role, the HCA ensures that contracting is done in accordance with all applicable legislation, rules, and business standards.
