Kuwait’s SWF: The institutional design in the macro-economic and economic development contexts
a) The design of the SWF and the macro-economic indicators
b) The integration of the SWF into monetary, fiscal and development policies
c) The impact of the SWF in achieving the government’s goals in the macro-economic and development contexts.
The empirical analysis of this case study will be divided into three sections:
Focus will be on investigating the Kuwaiti macro-economic environment and will explore the most relevant macro indicators/factors related to the design of the SWF. This is to explain how the strategy and objectives of the SWF are determined, to determine the constraints placed on the SWF, and how the SWF’s capital was allocated.
Focus of the analysis will be on analysing the compatibility between the design of an SWF and the government’s policy. It will investigate the extent to which the design of the SWF is integrated into the government’s policy in terms of its monetary, fiscal and development policies. This provides an explanation of the types of SWFs that have been chosen, what mandate was given, how the portfolio was allocated, and what operational model has been implemented.
Emphasis will be on investigating and exploring the impact of SWFs on the macro-economy, via the different factors and indicators. This serves to investigate the extent to which the Government of Kuwait has achieved its goals in the macro-economic context, as well as the government’s achievements in the development context, in terms of three criteria: diversification, stability and sustainability.
