Select four states, of your choosing, and empirically analyze the effect of seat belts laws on non-occupant fatalities. In other words, is there a negative externality?
For example, you could conduct a “before-and-after” comparison, by investigating how fatalities have changed (or not) within each of your selected states based on the timing of the passing of the laws. In other words, is the Peltzman effect empirically evident within each of your selected states?
Additionally, you should also investigate whether “primary” or “secondary” have had different effects, if any effect at all. Please also analyze the effect of fatalities on vehicle occupants.
Write a report on your findings, using as much economic “language,” terminology, and concepts as possible.
