Then you should address the empirical aspects of the question. I encourage you to use the course readings from the textbooks and articles – your grade will also be a function of how clearly, concisely and comprehensively your answers are.

1. Defining terms and concepts is central to the social sciences yet very difficult and at times contentious. With this in mind, developing an agreed upon definition of terrorism has proven to be very elusive. Why is it important to have a clear definition of terrorism? Why has it been so difficult to develop a consensual, agreed upon definition of this term? What are the areas of agreement and disagreement between scholars and policymakers regarding an appropriate definition of terrorism? What are the various aspects or features most commonly found in definitions of terrorism? Select 3 or 4 specific features and explain why they are contentious. Finally, provide a definition of terrorism that you believe is most accurate (appropriate) and explain why. Please be specific and use examples in your answer.
2. Although each terrorist organization is somewhat distinct in its membership, institutional make-up and overall objectives, scholars and policymakers have identified a common set of goals, strategies and tactics employed by most terrorist groups over time. Explain the basic goals, strategies and tactics of terrorists that seem to endure over time and space. What factors are central to an organization’s choice of strategy and tactics? How have these changed over time? What is meant by the claim that terrorist acts are “propaganda by deed”? Make sure that you use specific examples in your answer.
