The practice of health informatics has changed and evolved over the last 10 years. The passage of the American Recovery and Reinvestment Act of 2009 (ARRA) spurred the proliferation of the electronic health record in hospitals and provider offices across the United States. Provisions in The Health Information Technology for Economic and Clinical Health Act (HITECH), allocated $19.2 billion toward the development of healthcare IT.
The Centers for Medicare and Medicaid Services (CMS) act as a policy-making and monitoring agency. The Office of the National Coordinator for Health IT reports the adoption of Health IT has increased and nearly 9 in 10 office-based physicians had adopted any EHR and 99% of large hospitals possess certified Health IT ( Clearly, great strides have been made in the field of Health Information Technology (Health IT) since 2008.
While individual organizations were using technology to improve the quality of delivery of healthcare, the exchange of patient information remained locked within an organization’s digital walls. Programs were not able to communicate with one another hampering informed continuity of care. HITECH’s legislation focused mainly on clinical operations.
In early 2019 The US Department of Health and Human Services (HHS) issued a Notice of Proposed Rulemaking (NPRM) to Improve the Interoperability of Health Information to address this challenge. Two agencies under HHS The Office of the National Coordinator for Health IT (ONC) and The Centers for Medicare and Medicaid Services (CMS) will enact this legislation when the final rule is published. ( This legislation was drafted to allow sharing patients’ health information beyond the doctor’s office or hospital to include insurance companies and other participants in a patient’s health journey.
Health Informaticists need to understand how impending legislation may impact all health associated organizations. This practicum will require a Health Informaticist to be the subject matter expert on the proposed rule and provide recommendations to Executive Leaders.
You have been hired as a consultant to inform Executive Leadership in an integrated delivery system of the HHS NPRM and provide awareness, guidance, and recommendations. You will be responsible to research the rule, evaluate responses by professional societies, and gather information from other organizations to help Executive Leadership understand how the organization should deal with the impending NPRM on Information Blocking.
