Term Paper

Each student will select a topic to prepare a research paper on. The paper should be eight to twelve double spaced pages long, with a bibliography of at least five sources. Subject matters are to be selected in consultation with the instructor on an area of health care that people have called for reform in.

The primary focus of the paper is to identify a possible reform and analyze it pursuant to the rubric criteria. Note that this is to be a balanced analysis rather than a one sided argumentative paper.

Examples of such possible health care reforms include but are not limited to the following:

1. Federal ban on genetically modified food products.

2. Health Insurance reimbursement system based on global payments.

3. Ignition interlocking devices for first time OUIs.

4. Reinstating the CLASS ACT for Long Term Care.

5. Mandating Nurse to Patient Staffing Ratios

6. Federal ban on Marketing Prescription Drugs to Consumers.

7. Repealing the ban on Medicare negotiating drug prices.

8. Supervised injection sites.

9. Switching to a single payer system.

10. Tort Reform (regarding medical malpractice)

The paper should include at a minimum the following sections:

A. Background explanation of the issue for which reform may be considered along with identifying the possible reform. Include a summary of the main arguments for and against the reform.

B. Discuss in an insightful manner who are the stakeholders involved in the health care issue and the possible reform;

C. Reference, cite and explain the current legal or policy status of the topic (cases, statutes, proposed statutes, system, protocol, etc.);
D. Reference and discuss at least two author’s opposing perspectives (i.e. one for and one against) of the proposed reform in the area of the health care issue.
E. Weigh the arguments for and against the proposed reform and use reasoning to explain why the possible reform should be supported or not. Include at least five references.
