Context:

Iraq once was one of the leading HE systems in the Middle East and among the first countries in the Arab world to offer primary education free and mandatory for all children (Geopolicity, 2003). Yet, the country has experienced series of wars, started form1980 -1988, the Iran–Iraq, followed by the Gulf War of 1991 and a period of sanctions. Both wars witnessed public education spending cuts due to heightened defense expenditures (WDI, 2014).
Post 2003 war, Iraq’s higher education system confronted with a major challenge represented by the insistence of the different political regimes to control the education system. Therefore, it is significant for this study to investigate how the HE system in Iraqi was impacted by and responded to these events, particularly post-war recovery and learn the lessons from attempts to rebuild HE, Vidya Diwakar (2015). Several attempts at international level have planned and implemented a series of initiatives from the US, UK and Europe. These attempts will be included in this research as international initiatives (case studies) that are engaged with HE officials and policy makers from Iraq and the world to showcase internationalization of higher education could be crucial for strengthening the Iraq’s HE system and will be explained in relevant chapters.
