Desegregation-aiming laws and regulations and policies at federal and state laws in housing, schooling, employment, regulations that regulate and fine the discriminatory practices of companies would be examples of extending civil, social, economic rights to non-Whites and blacks.
Making hairdressers’ employees more diverse and capable of catering to the needs of all sorts of people makes that space racially inclusive. Yet, of course, if it is an expensive place, any ethnic group’s upper and middle classes would be welcome, not the poorer ones.
And in ethnically homogeneous localities, it may not make sense for the business to employ people who cater to the needs of all ethnicities, in an all-black, or all-Latino, or all-white neighborhood, if their doors are open to anyone, in case an odd person from a different ethnicity walks in, that would be sufficient?
