Reform Proposal:
3-5 page proposal citing an area in their agency or in Mass state government where reform is indicated to enhance service delivery.
The reform proposal must clearly illustrate the desired outcome, the steps necessary to ensure effective implementation, key stakeholders and include some data supporting the need for reform and with which the results of this reform initiative will be measured.
