1) Summarize the police actions taken under the Safer Cities Initiative in Los Angeles’s Skid Row.
2) Operationally, what did the police do differently in the test area as opposed to the control areas?

4) Would you describe the police effort as “getting tough on homelessness” or as a response to the social and personal problems that homelessness presents?
