Critically analyze a local government service delivery area using the theoretical considerations introduced in the first half of the course.
The purpose of the paper is to develop in depth knowledge of the challenges facing local government, in one particular area of service.
The paper must be based on a strong and critical understanding of the history and challenges in that as they related to the city.
The paper must clearly discuss the dominant forces in the city, framed as ideas, interests and institutions, and their impact on one of the local government service delivery areas.
The paper must assess existing and relevant published information about the city as well as comparator information relating to relevant policy issues.
