For instance, if you are interested in Canada’s transitional justice efforts with the indigenous population, you can choose between criminal accountability, truth-seeking, reparations, or legislative changes as part of a specific aspect of transitional justice.
If you are interested in reparations policies, then, you can go about analyzing the status of reparations and start your paper from that point.
The aim of this paper is for students to assess an existing human security topic and policy that has been applied to address the matter, analyze the status of implementation, and formulate clear recommendations for policy and practitioner audiences, in government or in non-governmental organizations (to be presented later to government officials).
For the purposes of writing this paper, it may be useful to imagine yourself in the role of an analyst for a non-governmental organization, such as Amnesty International, Human Rights Watch, or the International Center for Transitional Justice, or as a state department employee developing policies to address pertinent issues.

A definition of the human security topic and concept
What the current status of affairs are related to the human security matter: specify what have been the policies that were employed to address the situation:
Here, make sure you define what international and domestic policies have been devised to address the situation
Analysis of the challenges that existing policies face: You are evaluating the existing policies (whether or not they have been effective)
Then, a set of key recommendations (from your point of view based on facts and empirical evidence) for revising the policies to better address the challenges.
