Is there any funding available at the state or local level for what you are proposing?
What are the rules and regulations around qualifications?
Breakdown the expenses that will be incurred in order to get started.
Your memo should be clear as to who your audience is, be informative, citing sources, and address at least the bullets above. The memo should be written professionally and be 2 pagchoes in length.
