NOTE TO RESPONDENTS: This is the proposed Scope of Work for the services that are the subject
of this RFP. Be advised the Authority reserves the right of modify this scope of work during contract
negotiations with the Respondent selected as a result of this RFP process.
EXHIBIT A – SCOPE OF WORK
Respondents are to detail how they will provide the following services, accomplish the listed
minimum requirements and describe prior experience in providing for such requirements
A-1. Purpose: The Authority is entering this Agreement to obtain Services needed to assist the
Authority with its Disadvantaged Business Enterprise (“DBE”) and Airport Concessionaire
Disadvantaged Business Enterprise (“ACDBE”) businesses certification process.
A-2. Scope of Contractor’s Responsibilities, Contractor- Provided Services, and
Contractor-Provided Deliverables: In accordance with and at the direction and approval of
the Authority, Contractor shall provide the following Services:
A. Specified Services:
1. Assist the Authority in meeting the standards and criteria set forth in the United States
Department of Transportation (“DOT”) regulations published as Title 49 of the Code
of Federal Regulations (“CFR”) Part 23 and Part 26 and the policies and procedures
of the California Unified Certification Program (“CUCP”), including Small Business
Administration (“SBA”) size standards.
2. Assist the Authority in processing new applications for DBE and ACDBE certification.
In providing such assistance, Contractor shall:
a. Complete the preliminary review process of each new application within three (3)
business days of receipt of the application from the Authority. The preliminary
review shall include verifying receipt of documents needed to enable the DBE or
ACDBE new application certification process to proceed; and
b. Provide written notice to applicants of any additional information and/or forms
needed to complete the application certification process within ten (10) business
days of receipt of each new application.
3. Provide educational training for joint venture partners and Authority staff.
4. Provide triennial Goal Methodology documents for the DBE and ACDBE Programs,
as required by the FAA.
5. Provide updated Program Plans.
6. Assist in developing new goals every three years.
7. Conduct joint venture reviews and monitoring as required by the FAA Joint Venture
Guidance for the Authority’s concession program. Assist with the initial review and
ongoing compliance monitoring of Airport Concessions Joint Venture Agreements as
required by the 2008 FAA Joint Venture Guidance and any subsequent relevant FAA
Guidance. Produce compliance review reports and, if required, notice of deficiency
letters for Joint Venture concessionaires.
8. Conduct Commercially Useful Function Reviews and Reports in accordance with
federal, state, and/or local legislative requirements.

9. Review and/or assist with writing appropriate language in solicitation
documents (DBE and ACDBE Program contracts and non-federal
contracts).
10. Review and provide any recommended adjustments to the annual DBE and
ACDBE Accomplishment Reports.
11. Provide assistance in responding to certification appeals, including assistance in preparing the file for transmission to the DOT.
12. Annual Update. Assist with the annual update of all DBE or ACDBE certified
businesses. In providing such assistance, Contractor shall take appropriate
action to ensure that DBE and ACDBE certified businesses receive written
notification of the need to submit to the Authority all required documents,
including the CUCP annual update declaration (of change to business status)
needed to recertify the business. Contractor shall provide such written notification
so that the documentation may be completed and delivered to the Authority at
least ninety (90) days prior to the annual anniversary of the business’s
certification date.
13. Certification Reviews: Assist in certification reviews of DBE and ACDBE certified
businesses every five (5) years. In providing such assistance, Contactor shall
take appropriate action to ensure that DBE and ACDBE certified businesses
receive written notification of the need to submit to the Authority all required
documents, including the CUCP recertification application needed to recertify
the business. Recommendation for continued certification shall be completed
and submitted to the Authority within thirty (30) days of receipt of all information
from the applicant.
14. On-site Visits. When and as requested by the Authority, conduct on-site visits of
designated businesses to verify each such business meets the DBE and ACDBE
eligibility standards set forth in DOT regulations Title 49 CFR Part 23 and Part
26. When conducting such on-site visits, Contractor shall use appropriate CUCP
forms, interview principal officers, review resumes, and where feasible visit the
business’s job sites. Contractor shall conduct such on-site visits within five (5)
business days of receipt of Authority’s request for the visit. Within five (5)
business days of an on-site visit performed by Contractor, Contractor shall
provide Authority with a written report of the visit which includes a
recommendation for DBE and ACDBE certification approval and/or denial, based
on determination of eligibility.
15. Monthly Report. Contractor shall, within five (5) business days of the end of every
month during the term of this Agreement, provide the Authority with a written report
in a format approved by the Authority. At a minimum, the report shall:
a. Detail the status of all applications , certifications , recertifications,
annual updates, and on-site visits received and/or processed;
b. Provide the number of: applications, certifications, recertifications,
annual updates and on-site visits being processed and/or on-hold for
further documentation; and
c. Include a summary of Contractor’s recommendations for approval or
denial of DBE and ACDBE applications.
16. Records. On the last business day of the term of this Agreement, Contractor shall

transfer all files (electronic & hard copy) to the Authority. Electronic files shall be
in a format determined by the Authority.
B. Additional Services: If and when Authority requests Contractor to provide services
in addition to those specified above, Contractor shall develop a work plan detailing
the specific tasks to be completed and providing a detailed not-to-exceed
budget for performing such Additional Services. Contractor shall not perform any
Additional Services until Authority has issued a written notice-to-proceed with the
execution of the work plan. Contractor will not be authorized to perform or invoice
Authority for any work not specifically authorized in the Authority’s notice-to-proceed.
